Rick Hoover

Rick I was born and raised on a farm/ranch.  The culture was "I'm Third" meaning my God, my fellowman, and then me.  The spring was the time to plow and prepare the fields for planting.  There were times when a neighbor was ill or injured and unable to work his fields. Many of the neighbor farmers would pull out of their own fields and go to the assistance of our needing neighbor.  Once his fields were done, we all returned to our own fields to work.

Being raised in a culture of supporting neighbors and neighborhoods is what has driven my involvement in civic issues.

My involvement started in 1996 when a small group in the Rustic Hills area started a campaign to get the Rock Island Rail Corridor recognized as east/west trail corridor in the Colorado Springs Trail System. A part of this campaign included participating in the East/West Mobility Study.  We were successful in getting the Rock Island Trail with the White House designation a Colorado's only Millennium Trail.  This involvement lead me to serve as President of Rustic Hills Acres, and on the Council of Neighbors and Organizations (CONO) Executive Board, the Truck Route Subcommittee, the Scrubs of City Land Use Codes, the Colorado Springs Sign Regulations Task Force, Land Use Review Advisory Board (LURAB), Citizens Transportation Board (CTAB), Pikes Peak Rural Transportation Authority Citizens Advisory Committee (PPRTA CAC). I have also had the opportunity to benefit from programs available like the Citizen's Academy, Citizens, Emergency Response Training (CERTs), and Fire Ops 101.

I plan to continue to find new ways to "Pay Forward" and leave Colorado Springs with a strong and entrenched philosophy of open public process and an ingrained tradition that neighborhoods are the grass roots foundation of every community.
